Objectives

To accomplish the purposes listed above, the Partnership will, at a minimum, need to accomplish the following objectives.

  • Stage Partnership Meetings: Beginning in September, the Partnership will maintain a rigorous meeting schedule in order to accomplish its objectives by October 31, 2006. The series of Partnership will be held throughout the Valley.
  • Complete Assessments of Research and Initiatives To Date- To be complete in preparation for the first meeting of the Partnership (September 2005), the assessments will provide concise reviews of the most significant publications, studies, organizations and initiatives related to the Partnership’s major areas of interest (see list of "working groups" below). The assessments will be used to quickly brief the Partnership on the Valley’s most pressing issues and the various efforts already underway to address those issues. They will enable the Partnership to leverage the work of the many existing organizations in the region and move to actionable items as quickly as possible.
  • Establishing "Working Groups" to Assemble to Action Proposal: The Partnership will establish "working groups" that will gather experts and stakeholders from throughout the region to develop action plans in priority areas. While the working groups’ recommendations will be compiled into the comprehensive action plan (the "San Joaquin Valley Action Proposal") to be presented to the Governor by October 31, 2006, they will also advance individual recommendations as they are ready for consideration by the Partnership. The initial list of working groups includes:
    • Transportation and Highway 99
    • Economic Development
    • Higher Education and Workforce Development
    • Air Quality and Environmental Protection
    • Land Use, Agriculture and Housing
    • Health, Human Services and K-12 Education
    • Infrastructure
    • Access to and Use of Technology
  • Develop and Execute a Region-Wide Communication Strategy: To encourage participation in Partnership and solicit input in the San Joaquin Valley Strategic Action Proposal, a region-wide communication strategy must be developed and systematically executed over the next 18 months. Initial elements of the communication strategy include a newspaper insert distributed through the Valley’s major daily newspapers that invites comments on various elements of the Partnership’s work. Additional elements include staging community forums and town hall meetings throughout the Valley.
  • Develop the "San Joaquin Valley Strategic Action Proposal": To be completed by October 31, 2006, the Strategic Action Proposal will be comprised of the working group action plans, as well as other priority projects and recommendations identified by the Partnership. In addition to local expertise provided through the working groups, the Partnership will retain outside consultants to assist with development of technical components of the Action Proposal.
